perhaps it would work better if it was an additional +40 armor vs. elemental, immunity vs physical, but any non-soul reaping skills are disabled?

Sounds like Mist Form with a bonus to soul reaping. A bit overpowered, unless you provide that all other sorts of damage do double damage to you.

Wraith Form (Soul Reaping) {E} 10,2,45
Elite Enchantment. For 5-21 seconds you are immune to physical and elemental damage. While enchanted with Wraith Form, you receive no benefit from Soul Reaping.

This is pretty overpowered.
15,2,45
For 5..10 seconds, you are immune to physical damage, but take 15..5 extra elemental damage.
Something along those lines.

I don't know why people are comparing it to mist form. Well when in mist form, you can't attack. The original author never said anything about that. But that's the whole problem with this spell, it's not restrictive enough for as powerful as it is.
Basically, I'd like to see another spell or two in the soul reaping list. Maybe dumb it down to make it non-elite.
How about instead of immunity to physical, make it temporary immunity to hexes or conditions. Or maybe not all conditions, just kinda give you "no flesh" status.
And the double benefit from soul reaping, that should be a different skill all together.
Damn, I really tore this one apart, sorry.

Well, one obvious change you could make is to make someone under this enchantment take double damage from light and holy, as they're in an undead-like form...

I think the idea of getting no benefit from Soul Reaping would compensate for most of the skill (necros need that energy) and basically have the skill temporarily make you sort of like an undead.
So have:
For 5...20 seconds you recive double damage from light, holy and air damage. You gain immunity to poison, disease, and bleeding. You gain +4...30 armor against earth and +2...24 armor against physical damage. You gain no benifit from Soul Reaping while enchanted.
Something like that. Basically you become an undead (except with more armor).

If it's Soul Reaping based, no one who can accomplish anything by attacking can use it. So it hardly matters whether or not it has that restriction.

BTW, the concept wasn't to add another mist form, but to give necromancers a more powerful undead enchantment that can be used to boost soul reaping.

Personally, I think the skill should take away benifits from Soul Reaping to compensate for the highly immune state. Add that to the double damage from holy, light and air magic (this happens on all undead) and the caster would think twice about just spamming the skill for extra armor and immunity to certain conditions.
Giving double benefit from Soul Reaping would just overpower the skill, you would be highly immune to many things and hardly anything would use the damage that gets doubled (smiting monks are quite uncommon and half the skills deal fire damage).
The double soul reaping would be best as another seprate skill. This skill (the possible elite) would automatically make you gain 0 Soul Reaping for the duration, making the second skill useless for that time.
Alternatively, this could be divided into two elite skills. One that gives you double benefit from Soul Reaping, the other makes you into an Undead-like being with no Soul Reaping.

Wraithe Form (Elite)
Elite Enchantment. For 5...24 seconds you are immune to all forms of damage but Holy. When Wraithe Form ends you suffer for Bleeding, Deep Wound and Cripple for 18 seconds. While under this enchantment Holy damage against you deals double damage.
Reaper's Cult
Enchantment. For 10...30 seconds you gain an extra 1..3 more energy from soul reaping. While under this enchantment, you sacrifice 50% more health.
There, split the concept into two, less overpowered skills.
